A five-person committee was established by the Cabinet Division on Saturday to investigate the “role of masterminds, planners, facilitators, and executors” of the May 9, 2023, incidents that resulted in nationwide rioting after the arrest of former prime minister Imran Khan.

Following Khan’s arrest by the National Accountability Bureau (NAB) at the Islamabad High Court in the Al Qadir Trust case, there were numerous violent events, protests, and destruction.

The military later referred to the May 9 events as a “dark chapter” and declared that it intended to prosecute the rioters in accordance with applicable laws, which included two military legislations: the Official Secrets Act and the Pakistan Army Act.

Despite condemnation from rights organizations and activists, the National Security Committee, the nation’s primary decision-making committee for foreign policy and national security, approved the decision.

Many others have been tried in military courts since then, including activists for Pakistan Tehreek-e-Insaf (PTI). Along with their resignation, a number of PTI leaders expressed their disapproval of the violence that occurred on the day of Khan’s detention and the attacks that followed on military installations.

The caretaker government has now formed a committee to fully investigate the events of May 9 in addition to the ongoing judicial actions.

The committee will be headed by the ministries of the interior, law and justice, human rights, information and broadcasting, and “any cooperating member to address any issue emerging during the committee’s proceedings.”

The letter also included the committee’s terms of reference, which called for investigating the events of May 9 “in order to determine the identity and function of the mastermind, planners, facilitators, and executors.”

The committee was also given the task of “analysing the causes, determining responsibility for these events, and evaluating their immediate and long-term implications.”

“Suggest preventive measures to ensure that a violation of national security is not repeated” is another mission placed on the committee. In order to prevent similar recurrences, the committee is required by the ToRs to suggest ways to reinforce the current legal system. The committee will get secretarial support from the Ministry of Interior. The committee has been given 14 days to present its entire report for the cabinet’s consideration.
